BANKING SERVICES AVAILABLE DURING STRIKE

A three-day strike begins on 14 December and involves
banks, banks' finance houses, finance houses, Luottokunta and Automatia.
Banks' branch services will not be available during the strike because most
branches will have to be closed during the strike. Availability of electronic
services varies from bank to bank and there may be delays or disruptions at some
point.

If the strike makes it necessary for some service providers to shut down their
information systems, the consequences of the move will be announced to customers
on the service provider's website.

Banks and finance houses seek to make sure that both personal and business
customers have access to the most vital banking services, such as withdrawal of
cash from ATMs and payment with cards during the strike.

How the services function may vary in individual banks and finance houses, and
delays may occur in fixing failures. Each service provider informs its own
customers of any changes in its services.

Banking services

Cash

Cash is available from cash ATMs in the normal course during the strike, but
there may be failures in individual ATMs. Most of the banks' branches are
closed.

Online banking services
Availability of online banking services varies from bank to bank. Banks make
efforts to ensure that all payment instructions fed into the system in advance
are executed at the due date, if there are sufficient funds in the customer's
account.

Card payments

Cards can be used for paying for shopping.

Verification of sufficient funds may fail and affect particularly Visa Electron
payments.

Verification service via telephone may be congested. The service may even be
interrupted in individual banks if systems fail. Failures may take longer to
fix during the strike than in normal times.

Blocking services

Reports of lost cards and card abuse are accepted by banks but the service may
be congested. Personal IDs and passwords can be blocked during the strike, but
the service may be congested.

Transmission of salaries and pensions

All salary and pension payment instructions given to the bank in advance are
executed at the pay day as far as possible. Employers and the Social Insurance
Institution of Finland give information on any deviating practices.

Payment service and transmission of payments

Banks are not able to guarantee that all payments are transmitted during the
strike. Instructions given in advance electronically are executed at the due
date, as far as possible, if there are sufficient funds in the customer's
account. Electronic invoicing and online card payment services are available,
though the service may differ from bank to bank.

As banks' branch offices are mostly closed, they do not provide face to face
services during the strike. Payment instructions given in a payment service
envelope are not processed.

Cross-border payments

Cross-border payment instructions given in advance via online banking facilities
are executed as far as possible at the due date, if there are sufficient funds
in the customer's account. Banks also make efforts to transmit all incoming
cross-border payments during the strike, but there may be delays in the service.
