A minor problem with this is that people who can move away from Russia (and ex-USSR) usually choose to move. Perhaps Russia is not the best place for life and for work. This poses a question of what should do those who choose or have to abide. They need an idea. Perhaps I know the answer. That would be the National Operating System.
